Why Certification in Motivational Interviewing Has Been So Difficult

At first glance, creating a certification in Motivational Interviewing might seem straightforward.

Define the skills. Test the knowledge. Issue a credential.

In practice, it is far more complex.

Motivational Interviewing is not simply a set of techniques. It is a way of being with people that requires presence, attunement, and the ability to guide conversations without overriding autonomy.

That makes it difficult to measure using traditional certification models.

Written exams can assess knowledge, but they cannot assess how a practitioner responds in a real conversation.

Self-report can reflect confidence, but it does not reliably reflect competence.

Even training completion, while valuable, does not guarantee that a practitioner can apply Motivational Interviewing effectively in real-world settings.

This is why fidelity tools have become so important.

The MITI and the MICA were developed to assess what actually happens in practice. They measure observable communication behaviors that are associated with effective Motivational Interviewing.

They answer a different question than most certification models.

Not “Do you understand Motivational Interviewing?”

But:

“Can you demonstrate it?”

This distinction matters.

Research has consistently shown that many practitioners believe they are using Motivational Interviewing, while objective measurement shows that only a small percentage reach competency.

This is not a failure of professionals.

It reflects the complexity of the work.

Motivational Interviewing requires more than learning. It requires practice, feedback, and refinement over time.

Any certification that aims to reflect true competence must account for that reality.

Which is why, for many years, the field has moved cautiously.

The goal has never been to create more credentials.

The goal has been to ensure that if a certification exists, it means something.
